Our department is a digital-only, paperless department. All contractor registrations and permits must be submitted online via MyGov. For zoning, platting, variance, and development inquiries, contact planning@westlaktetx.gov or call 817-490-5742.
Developers interested in developing in the Town of Westlake are required to reach out to Town staff to determine the appropriate process for development. For zoning, site plan, and platting applications, developers are required to meet with the Development Review Committee (DRC).
The DRC discusses the following as it relates to development, including, but not limited to: Building Codes, Comprehensive Planning, Drainage, Fire Code, Parks and Open Space, Platting, Site Plans, Thoroughfares, Tree Preservation, Water and Sewer, and Zoning. In order to schedule a meeting with the Town’s DRC, the applicant will submit a DRC Request Form to the Planning Department via e-mail. The applicant will provide any pertinent information such as conceptual site layout drawings while also filling out any topics they would like to discuss with the Town's DRC. A DRC meeting request is not a formal submittal of a development application.
The Planning Department will contact you to schedule a meeting once the completed form has been submitted with ALL required items. The DRC meets twice a month on Wednesday mornings, with time slots at 10am and 11am. Meetings are scheduled on a first come, first serve basis.
The Town of Westlake is a master-planned community. All development in the town must adhere to the requirements documented in the Westlake Code of Ordinances, Planned Development Districts, the Comprehensive Plan, and other such ordinances & policies as adopted by the Town Council.

Applicants requesting variances from the provisions of the Unified Development Code or Specific Use Permits are required to have a meeting with a Planning and Development staff member before submission of a formal development application. An applicant must request a meeting by contacting the Planning & Development Department via email at planning@westlaketx.gov before the formal submittal date.
Upon completion of a pre-application conference or Development Review Committee meeting with Town staff, applications are due no later than noon on the application submittal deadline. All required fees, forms, and supporting documents are due at the time of application submittal. Incomplete applications and/or applications submitted without a prior pre-application conference or DRC meeting will not be accepted. All applicants must submit their formal applications online via MyGov.
Applications/submittals may require revisions to the original plans based on comments provided by the Development Team. Upon a second submittal, the Development Team re-reviews the plans and checks that comments have been addressed or if any new comments may need to be provided to the applicant based on the most recent revisions.
All applications shall not be considered filed, and administratively complete, until town staff determines that the application meets all requirements of applicable town regulations and/or all Development Team comments have been addressed. Therefore, the meeting consideration dates shown in the Development Review Calendar are merely shown as guidelines and are subject to change for any given application pending the filing date and determination of administrative completeness by town staff for said application.
If all comments have been addressed by the Development Team, and the application requires recommendation or approval by the P&Z, the case will be placed on an agenda for their consideration. The staff prepares a report on the request and places it in the agenda packet along with plans and any other supporting documents related to the case. The P&Z typically meets once a month. The P&Z considers the application, holds a public hearing, and makes a recommendation to the Town Council.
Upon a recommendation by the P&Z, a case will proceed for consideration by the Town Council. If the P&Z recommends any changes to the project/proposal the applicant submits revised plans and documents. Staff will prepare a report on the request and place it in the agenda packet along with plans and any other supporting documents related to the case. The Town Council typically meets once a month. The Town Council considers the application, holds a public hearing, and takes final action -- approval, approval with conditions, or denial.
