Development Activity
The Town of Westlake has created a Development Activities Map that shows where major construction in the Town of Westlake is occurring. Within the map you can view currently active projects, recently completed projects, are new businesses (retail and offices), and recently approved items by the Town Council that may become active soon.
Commercial Projects
Entrada
- On the corner of Davis/Girona is a 5-story mixed-use building with retail and 10 condominium units
- Along Tarragona/Aragon Dr a multipurpose luxury storage building is under construction
- Restaurant Row outside of buildings complete with finish-outs underway.

Life Time Fitness
The permit for Life Time Fitness was issued on August 30, 2022.
In January 2023 the Larry North Fitness center will be demolished and site grading will begin to take place.
Construction of Life Time will take approximately 18-24 months with it tentatively being scheduled to complete around the Summer of 2024.
Deloitte University
If you are driving along Dove Rd you may begin to see some new construction activity occurring beyond the intersection of Dove Rd / Pearson Ln.
Deloitte University is expanding its existing campus of 800 guestrooms and 750,000 square feet by constructing an additional 700,000 square feet with 5 new buildings (shown in dark gray on the map) and 600 more guest rooms.
Dutch Bros.
A new Dutch Bros. is arriving in Westlake on 2401 Hwy 377 near Spec's Wine & Spirits and QT. Be on the lookout as this will be open around May 2024!
Residential Projects
Entrada
- Total of 322 residential units throughout the development (including single-family and condominium units)
- 49 home permits have been issued with 33 of them being complete so far in Entrada. 30 homes are currently under construction now.
- 10 Condo Units issued for construction
Westlake Ranch
- Westlake Ranch is a 32 lot development over 35 acres with lots ranging from 0.5-acre to 0.75 acres
- 4 homes are currently under construction.
- The amenity center is close to completion as well
Villaggio
- Villaggio is a newly approved residential neighborhood to be developed by Hat Creek Development on a 37.5 acre property at the southwest corner of Dove Road and Pearson Lane.
- Villaggio will be a private gated community featuring 17 lots and quality designed homes keeping with the high standards Westlake neighborhoods are known for.
Knolls at Solana
- A 56 lot, 62.5-acre single family development
- 22.892-acres preserved as Cross Timbers Ridge Conservation Area
- 28 homes have been issued for construction with 9 homes completed
- The Knolls is about 53% complete
Quail Hollow
- 188 acres with 93 estate homes and a minimum of 1 acre lots
- 41 lots lots issued for construction with 22 completed
- Quail Hollow is about 47% complete
Aspen Estates
- A 3 lot, 3-acre single family development
- Adjacency to Westlake Ranch and contains gated entry
Solana Hills
- A 55-lot single-family residential development along Sam School Rd.
- Construction is expected to begin Summer 2024
The Town of Westlake is hosting a community meeting to discuss a potential communication tower located on the property of the Westlake Fire-EMS Station at the intersection of Dove Road and Davis Boulevard. Town staff and employees of Vertical Bridge, the company that would manage the wireless communication infrastructure, will be available to take questions and provide information on the proposed tower. Residents of Westlake are invited to join us on Tuesday, January 17, at 6 p.m. at Westlake Town Hall to learn more about the project and provide feedback.

Background
Upon hearing from many residents that cell service was quite poor in parts of Westlake, Town staff looked for ways to address those concerns.
After extensive research, it was determined that a new communications tower located at the Westlake Fire-EMS Station at the intersection of Dove Road and Davis Boulevard may be the best option. On January 24, 2022, the previous Town Council voted to enter into a contract with Vertical Bridge, the company that would manage the wireless communication infrastructure. After the contract was approved, Town staff and the current Council heard from several residents who opposed the tower. In an effort to listen to all sides, a meeting was scheduled on Tuesday, January 17, so that everyone would have an opportunity to have their voice heard while learning more about the proposal. This is NOT a done deal. At this time the project is still up for discussion. The meeting is only the first step in the process. Following the January 17 meeting, the proposal would still need to go before our Planning & Zoning committee, and if passed by P&Z, then to the Town Council for final approval.

Q. What is the purpose of this communications tower?
Over the last several years, residents' complaints have increased regarding Westlake's poor cell phone coverage. While traditional cellular antennae have been installed on the power transmission towers along the north side of SH 114, Westlake’s topography and buildings in the Town block the line of sight required for cell reception.
Adding a communications tower on our Fire/EMS Station property would help improve cell coverage in Westlake. The tower would also provide Town staff with the capacity for SCADA, emergency services communication, Wi-Fi, and other municipal uses.
Q. Where is the proposed site of the communications tower?
The communications tower would be located on the property of the Westlake Fire-EMS Station located at the intersection of Davis Boulevard and Dove Road.
Q. Who is paying for the cell tower?
Vertical Bridge would build, own, and maintain the tower at their costs.
Q. Who is Vertical Bridge?
Vertical Bridge is the largest private owner and operator of communications infrastructure in the United States. The company owns and operates more than 320,000 towers, rooftops, billboards, utility attachments, and other site locations, including the nation’s largest and tallest collection of broadcast tower sites. Vertical Bridge has a strong history of working with local, state, and federal government entities.
Q. What are the benefits of the cell tower for the Town of Westlake?
Vertical Bridge will pay the Town $12,000 per year for the first two carriers' and will pay an additional $300 per month for each carrier after that. The tower would also provide Town staff with capacity for SCADA, emergency services communication, Wi-Fi, and other related uses.
Q. What will the proposed tower look like? How tall will it be?
The height of a cell tower is driven by the size of the area that needs to be covered. Radio signals travel by line-of-sight and therefore need to clear treetops or other structures to achieve maximum range. Tree canopies are typically 65 ft to 75 ft high. An elevation of 150 ft. will maximize the propagation of the signal and achieve a wider coverage area.

Q. Are cell sites safe for those living of working nearby?
The Federal Communications Commission (FCC) regulates systems such as cell phone towers. Exposure levels from cell phone towers must comply with the FCC's radiofrequency (RF) radiation exposure guidelines, which were developed to protect the public from RF-related health risks.
