The Town Council of Westlake will hold a public hearing on the proposed property tax rate of $0.18500 per $100 of value at their regularly scheduled meeting on Tuesday, September 16, 2025, in the Council Chambers at Town Hall.

Tax Rate Calculation Worksheet

On September 16, 2024, the tax year 2024 ad valorem tax rate was adopted at $0.16788 per $100 of value - the same property tax rate since 2020. Westlake strives to hold its property taxes as low as practicable for our residents and stakeholders, while still providing necessary municipal services and support to Westlake Academy for the fiscal year 2025 operating budget.

The tax year 2024 ad valorem tax rate is lower than this year's No-New Revenue (NNR) rate by a difference of $0.020635, which is effectively a decrease in taxes. The tax rate is also lower than both the Voter-Approval tax rate and the De Minimis rate and does not require a vote, per Section 26.075 of the Texas Tax Code. The rate was adopted after the public hearing mandated by the Texas Property Tax Reform and Transparency Act of 2019 (Senate Bill 2) was properly advertised and held. It is important to note the Town of Westlake has approved all allowable exemptions for our property owners with applicable categories set at their maximum, including a tax rate freeze option. Property owners in Westlake will also notice additional savings on their ad valorem tax bills for the Additional Sales & Use Rate of ½ percent Town Council elected to enact, also known as the Property Tax Reduction rate. This ½ percent is in lieu of a higher property tax rate that would yield the same revenue from property owners.

This budget will raise less total property taxes than last year’s budget by $71,760 or 1.73%, and of that amount, $117,324 is tax revenue to be raised from new property added to the tax roll this year.

PRECEDING YEAR'S TAX RATE (2023 Tax Year) - $0.167880 per $100        (M&O rate=$0.091170; I&S rate=$0.076710)

NO-NEW REVENUE TAX RATE - $0.188515 per $100

The no-new-revenue tax rate is the tax rate for the 2024 tax year that will raise the same amount of property tax revenue for the Town of Westlake from the same properties in both the 2023 tax year and the 2024 tax year. 

VOTER-APPROVAL TAX RATE - $0.210692 per $100

The voter-approval rate is the highest tax rate that the Town of Westlake may adopt without holding an election to seek voter approval of the rate, unless the de minimis rate for the Town of Westlake exceeds the voter-approval rate for the Town of Westlake. 

DE MINIMIS RATE - $0.169270 per $100

The de minimis rate is the rate equal to the sum of the no-new-revenue maintenance and operations rate for the Town of Westlake, the rate that will raise $500,000, and the current debt rate for the Town of Westlake. 

The adopted tax rate is less than the no-new-revenue tax rate. This means that the Town of Westlake is decreasing property taxes for the 2024 tax year.
